Anaheim's smoking lounges, hookah cafes and cigar bars no longer will be able to serve alcohol, have belly dancers or be a stomping ground for minors under a city ordinance given preliminary approval by the City Council on Tuesday.
Since several hookah cafes have cropped up in Anaheim over the last five years, neighbors have complained about loud music, public drinking and crowds gathering outside the businesses late into the night.
The ordinance creates rules and regulations to oversee how the establishments operate, including barring cover charges and live entertainment and relegating the cafes to commercial areas.
"This is not trying to stop them," Councilman Harry Sidhu said. "We want to make sure the kids are protected."
The ordinance will return for final approval Nov. 8.
